I want to change my region

I want to change my region however I have 0.68$ on my balance and I do not use any Visa card or any of the sorts. Is there anyway my balance could be lowered to zero so I can change my region

Click here and ask the iTunes Store staff to zero it. Note that you'll need a payment method from the new country to be able to change the region; gift cards can't be used for this purpose.
