Not able to use Guernsey postcodes GY in the iTunes account

There is a long outstanding problem that iTunes does not allow you to put a Guernsey postcode in your address, says its invalid. The workaround seems to be putting a random UK postcode to get around the validation, but this means you get charged 20% VAT on any subscription services like Netflix.

Why does Apple not recognise the GY postcodes or is there another solution required?

Apps not updating Some of the applications are not updated. It asks for a password, after entering the password it asks to check the address. After you choose ready, it returns to the password again. and so on in a circle. In support of one of the games, they said that it is not being updated due to the fact that the location is Russia or Belarus and they said to contact you. I live in Israel and the Israeli applications are not updated for me either.
