new apple watch se cannot be setup with family sharing

i'm trying to setup a new apple watch se with family sharing, but every time i get past the enter a passcode phase, it'll say setting up family sharing and then error out and tell me it could not connect to iCloud family. it then unpairs the watch and i'm back to square one. i've googled everything related to this error and tried everything with no luck. Help!
