Safari app keeps having random pop-up tabs for no reason

Hello, my name is Zenaeya. I'm having issues with my Mac. The Safari app keeps having random pop-up tabs for no reason and I've tried different solutions and nothing is working. I've restarted it the laptop, I've went into Safari Settings and clicked the block button and nothing seems to be working. Please help.
