Downgrade icloud storage

If you can't click Done, make sure you are signed in with the same Apple ID as your iCloud storage plan. You can also try following these steps on a different device. If you still need help, contact Apple Support.

Charge your Battery:

I'm not so certain having little charge would play a role in this, but your battery is at 1%. So, charge it to 40% and see if that allows this to all go through. I suspect, if this were the case, that it needs to have a bit of a charge for it to be followed through with, and all to be successfully accessed.
