How can I download the User Manual?

iPhone user manuals are released for iOS versions, not individual phones. The iOS manual includes information for all models, pointing out differences where they exist. It is available in two forms, one is an online manual, the other is an iBook that you can find in the Books app on your device. The link you posted is for the online manual.
I couldnt find a download link for the IPhone User Guide at the page https://support.apple.com/guide/iphone/welcome/ios
