Activation Required (Dismissed) /No Service when I have Service

When I open my IPad,sometimes it says Activation Required,and it says dismissed,and so I touch it,and then it comes back up and says it again,and I touch it again,and it goes in a loop,and we thought we had fixed the problem by using the power button and the home button,but after a couple of hours,it came back again.Now were really confused on what to do because a couple of hours it works fine and then when you turn it off at a random time,it does it again.Also while I was using my IPad,it shows that I have no Service and I went to settings and went to Cellular Data,and it shows my celluar data plan(I will not say my cellular data plan)and it shows that even when im in settings,it says No Service.Please reach back to me and give me info of what I should do!

Let's go ahead and give these steps a try first: If you can't activate your iPhone. Don't worry that the steps list an iPhone as the device, if your iPad has a SIM and an active data plan from your cellular provider, they should work the same.
