The non stop Spinning data wheel

Apple states its T Mobile and T mobile states its Apple, who is correct or is it both? Despite resets of all types, all background activity terminated, not back ground App updates etc…the wheel continues to spin…likely at nest chewing up-data….at worst providing data to nefarious sources?? Any takers??
