downloading latest ios 14 version to iPhone 11 from an iTunes win10 desktop. I get error (4000) when starting the download from desktop to iPhone 11 there doesn't seem to be any information on that error code? Any ideas... my older iPods sync just fine..

You didn’t mention, but if your iPhone is locked, make sure it’s unlocked before trying to upgrade. Did you get a chance to see iOS update and restore errors?
Are you able to update using Wi-Fi? See Update your iPhone, iPad, or iPod touch if you should need to read over updating using Wi-Fi.
