How can I get notifications when my other devices are being used. For example, I would like to receive a text if someone uses/tries to use my iPad

The functionality that you describe is not natively supported by iOS/iPadOS. As iPhone and iPad are not intended to be “shared”, this should not be a problem.
If your devices are properly secured with a Passcode - and the Passcode is only known to you - you need have no concern of unauthorised use of your devices.
