I was given a new iPad by my neighbor As on it it has given an activation lock thinking I could fix it I spoke to my neighbor regarding this see if she knows passwords or has app find my iPhone but she doesn’t is there way to wipe this and start the iPad again
Only your neighbour can unlock it: you can't. She (not you) should go to https://iforgot.apple.com to retrieve the ID and reset the password. See also If you forgot your Apple ID - Apple Support
Failing that, as long as she is the original owner and can produce a proof of purchase (which must include the serial, IMEI or MEID number) she can request unlocking as detailed here: Activation Lock - Support. Note that the process will completely erase the device.
