activation lock removal

An iPhone SE 2nd generation has come into my possession as a result of its owner becoming mentally unfit to use it. As a result I am unable to activate the device as the owner has no recollection of his Apple id or password. Any help to unlock the device would be useful as it is in good condition and would make a perfect "starter" device for my great-granddaughter..

How to remove iPhone's activation lock? I purchased an iPhone 5 for my little brother recently from a thrift store in fortcollins CO and after i charged it i tried to set it up for him and got a message that it was activation locked and i cant unlock it or have anyway to contact the owner can anyone help me [Re-Titled by Moderator]

what if I have no way of contacting the owner to remove the activation lock I was given an iPad and I couldn't login because the previous owner of the device had an activation lock on it
