I cannot get this support.apple.com/iphone/restore logo off of my iPhone 11. I have restarted and it just keeps coming back!!!!!! So frustrated.

How do I get my phone to work again after this message won't go away?

iPhone 11, iOS 14

If the phone has an issue, just restarting it will not solve it.

Did you follow the steps outlined in the support document you came from? You will need to restore the iPhone and set it up again as explained there. The iPhone needs to be connected to a computer (Mac or PC) when the restart is performed so iTunes or Finder can initiate the restore process.
