iOS/iPadOS does not have a “command line” interface similar to those found on PC (the command that you quote) or Mac.
If you wish to examine specific network configuration that cannot be seen in iPad Settings, you will need a suitable third-party App. There are many network-utility Apps in the App Store that may be suitable for your needs.
