In removing all photos from my iPad to gain space, will those photos remain on my iPhone?

Using iCloud Photos, you should take into consideration this procedure too:--> Archive or make copies of the information you store in iCloud - Apple Support
When done (your pictures/other info are in a safe place), you can delete whatever you want from your iPad.

If you are using Photos in iCloud to synchronise your photos between devices, any deletion from one device will be replicated to the other.

They should go to "recently deleted" folder, but if you don't delete them from that folder, you won't gain any space.
Also, If you're using iCloud Photos, those picturea are permantely deleted from iCloud too.
