Frame rates and video resolutions on YouTube are determined by YouTube and what device is being negotiated though YouTube.

What ever max resolution of fps your iPad is capable of will be the end fps and resolution of the YouTube video regardless of what you try and set on the YouTube Website.

Your iPad video or screen specs may not be capable of 60 fps when actually viewing videos.

Sorry.

I really do not know what you are asking?

I think you are confusing fps ( frames per second ) with video screen ratio/resolution.

You just got done stating to me you can watch YouTube videos at 60 fps.

So, what are you asking?

Most online videos are ratio-ed to 16:1 for modern wide screen TVs and wide screen video monitors.

An iPad has a typical screen ratio of 4:3, like older style TVs of the past.

So, when viewing todays videos, TV shows and movies, iPads are always going to have black bars above and below the main video area.
