Try the steps below, especially erasing it and placing it on lost mode:
Absolutely. I am stuck on passwords because if the phone had a screen lock passcode none of this could possibly have happened. AND if your Apple ID had a strong password most of it could not have happened. In order for what you describe to happen BOTH the phone’s screen passcode and the Apple ID password would have to have been compromised. Oh, and the Apple ID and iCloud ID are the same thing, they are not something that can be reported separately.
You are stuck on “reported stolen”. There is no such thing as reporting a phone stolen, except to your carrier who can blacklist the IMEI, but they can’t do anything else. They can’t protect your data, and can’t lock your phone. If you tried to report the phone stolen to Apple they would have said they don’t take stolen phone reports. So if someone did take a stolen phone report they were not Apple.
If they are using your phone WITHOUT your data on it, did you remove the phone from your account? That cancels Activation Lock. But if they are using your phone WITH your data on it the only possible explanation is compromised passwords.
I answer several posts a day from people who forgot their screen passcode. The ONLY way to fix it is to restore the phone to factory settings as a new phone. Meaning all of the data on it is gone.
I also answer frequent posts from people who have bought (frequently stolen) Activation Locked phones. If they don’t know the Apple ID and password there is no way they will ever be able to use the phone.
For someone to be able to use your stolen iPhone, they would need to know your passcode. You did set a passcode ... correct? If not, and they are able to get into your phone, they would also need to know your Apple ID credentials. If these are compromised as well, then they will pretty much have full access to your phone.
The Apple Support article that elcpu provided you, lets you know what you should do when your iPhone is stolen. As a minimum, be sure to change your Apple ID password.
If you remove the device from your account that turns off Activation Lock and allows whoever has the phone to use it and set it up as theirs. If it still has activation lock then they are not using it. There is some other explanation why it appears that they are using it. If you erased it you can no longer track it.
I had passcode in phone. They still got in. And yes they got all info. They even stole my e-mail account. They are still using phone with another account. How you ask, they just put in new sim card. I thought Apple locked phone once you report.
They made the mistake on google account and put their info which allowed me to track new # and find out it has been reactivated through Kodo. I thought apple and bell would help. All I got was oh well hope you are enjoying new phone.
Putting in a new SIM card does not bypass your passcode. And if you had enabled Find My they could not have gotten in to your Apple ID, either, so clearly you did not turn on Find My when you set up the phone.
Apple can’t help if you don’t protect your own data, and Apple has no way to lock your phone. And Apple does not get involved in lost/stolen phones, so if were contacted by “Apple” that was actually the thief.
Yes I turned on my Find My Phone app. And it came back phone turned off and the location it was last turned used. That info was correct, that is where it was stolen from. So I locked phone on app and put in info about returning as app suggested. I called apple with all info Ser# iem # and iem2# to make sure phone was locked. I also called service provider Bell to report theft
and make sure services stopped. I also called police to report. I have incedent # to prove. I also had pushed to have info wiped.
I did everything by the book. It was 3 day's later when phone came back on and info stolen and all google info changed.
Phone was stolen May 6,2021 at 5.15 problems started May 9th. Phone did not get wiped until May17th. I was notified by e-mail that my info was being wiped on icloud. at 10.36PM
Well, somehow the thief got your Apple ID and password, as well as your phone’s passcode (which might have been unlocked when it was stolen). And Apple does not take stolen phone reports. But even if the phone was unlocked it would still not be possible to get your Apple ID and password from it. So there is something else going on here.

I suspect you didn’t call Apple, as Apple does not take stolen phone reports, and has no way to lock a phone or even verify that it is locked. You called someone pretending to be Apple.
You seem to be stuck on passwords. What I do not under stand is that they are still using my phone. I thought once locked and wiped and reported stolen it could not be unlocked. Black listed by carrier. I have changed all passwords including apple and cloud. With help from Koto I have tracked person who has phone and waiting for police to arrest. I do not understand why apple or cloud or bell could not have helped. This lack of assistance is the reason thieves steal phones, they know nobody will help to find phone, which allows them to reactivate stolen phone.
the passcode was set on my phone as it is set on new iphone. I have had iphones since there inceptions. On my ipad on the find phone app the only button left to push is Remove this device in red. the last report I recieved from app is Iphone erased May, 17 2021. What happens if i remove this device.
I did not call on phone I did it on ipad through app on icloud. I would not give out info on phone without verification.
I was defiantly dealing with apple or iCloud one and same?
It came up on ipad through cloud as saying locked and that I could wipe info and delete device. It also said device still turned off.
