can anyone please tell me why my apple store can’t download apps because every time I try to download some they ask me to tap and slide at the top of the right corner of the phone to confirm download and it doesn’t download.

You don't need to slide anything on the screen. Simply double tap the power button and let go. Also, are you actually in the UAE and tied to the Apple Store in the UAE?
