Removing credit from App Store

Hi

i would like to add my credit card To my Apple account but now I moved to morocco, and every time I tried to change the country they ask me to get off my credit in the App store.

unfortunately the balance which I have now couldn’t afford anything on the Apple store can you please delete what I have on my balance (0.67$) this way I can add My credit card
