Apple Pay not operational in India?

Is there a genuine reason for Apple pay not being operational in India? I have looked at the countries where it is operational and I am sure the user base in India is probably more than the total user base of many of the Asia Pacific countries put together? Yet a very useful application is missing from a premium phone!

Also the limited NFC in iphone 11 (and others) is only useful while paying through Apple Pay and cannot be used to connect with bluetooth enabled devices!

Sometimes I feel Apple phones as just good show pieces and not versatile pieces of electronics.
