I am in search of Utilities within Photos

my ultimate goal is to find some pictures that have backed up somewhere. Reading thru Apple support questions/answers, I see several references to utilities. I cannot find the utilities section. I do t know if these will resolve my search, but where do I find Utilities?

”Go to Photos > Albums, and tap Recently Deleted in the Utilities section.”

1. “Open Photos and go to the Albums tab.
2. Tap Hidden under Utilities.”
