I'm not in recording mode, I tried taking a screenshot and it got stuck on this screen with no screenshot taken. When I pressed Cmd + Shift + 5, it let me take a screenshot but it's still stuck like this. The only way I was able to fix it was to restart the laptop but then it happened again a 2nd time.
MacBook Pro 13″, macOS 10.14
Can't say I've ever seen the screenshot get stuck like that, though a timer can be set to delay the capture, or screen recording.

The escape key can usually be used to exit the processing prior to capturing the screenshot.
