How do I swipe to close apps running in the background? I. swipe and nothing happens.

How to close apps? I have a iphone7 and I looked up how to close apps, It said to swipe up from the bottom. That used to work, however now it does not. So what could I have done to make it not work ? Phil

closing apps on my new iPhone 12 mini when I swipe an app off does that close the app? or is it still running in the back ground?
