Keybaord has the @ and " key swapped plus next to the space bar Oriental characters?

Well I handle a Mac lab and pretty much it's been good except for this one thing. I tried signing in and said the password was wrong. I swapped a keyboard and did the same thing. So I pressed tp see password and noticed the 9 key wasn't the open parenthesis but closed one. It's like the whole row is shifted. The other macs are the same keyboard,built the same just this one suddenly changed. Plus the characters next to space appeared. I did find out some in a forum someone change there's to British keyboard and it switch back...kinda. It will help now just curious to anyone who migh tknow why the keyboard in US has the @ and " swapped and it moved ^ also. I think should work for now as classes will start up again but still not sure why the characters are next to the space bar. Thank for any help

Your machine for some reason thinks your keyboard is the JIS version used in Japan instead of the ANSI version used in the US or the ISO version used in Europe. This note may help
