If your Mac is a 2013 model, then it should be able to be upgraded to macOS 10.15 Catalina or possibly macOS 11.4 Big Sur. You can find links to various macOS 10.11+ installers within this Apple article which also contains optional instructions for creating a bootable macOS USB installer (recommended):

You can use the information in this article to determine which versions of macOS are compatible with your specific Mac:

Make sure to have a good backup before attempting to upgrade macOS just in case something goes wrong during the upgrade. Keep in mind macOS 10.15+ no longer supports 32 bit only apps so either make sure your third party apps have 64 bit versions, otherwise make sure to uninstall the third party 32 bit-only apps by following the developer's instructions before you attempt to upgrade to macOS 10.15+.

32-bit app compatibility with macOS High Sierra 10.13.4 and later - Apple Support

Also make sure you have enough free storage space for the upgrade since macOS 11.4 Big Sur requires at least 36GB of free storage space (or about 50GB of space if booting from a USB installer).

A lot has changed since macOS 10.9.5 so expect that you may need to pay for newer versions of your third party apps.

Edit: Make sure to check the Cricut hardware and software requirements first by checking the Cricut website. I'm not familiar with the specifics of the Cricut products. Some of them may only work with certain versions of macOS.
