How come when someone sends me a tik tok video from the app tik tok I can’t see the video image in my messages and can only see the video image if I’m the one who sent the video like down here and I only see the link if they send it

Ask tik tok or look a their support, it isn't an Apple app.

Does this happen when you send a normal video from your camera roll to someone else or just tik tok?
You issue is with tik tok contact them.
When I send a video from another app to imsg I see the video image but when I receive the same video from that other person I only see the link why is that Bc on their hand they see both the video and the link
