Down arrow won't scroll in Big Sur 11.3.1
Is there a fix for the up and down arrows not scrolling in the latest update? The arrows either jump a page or they are unresponsive.

Go step by step and test.
1. Startup in Safe Mode. https://support.apple.com/en-us/HT201262
Select your account and login.
Test.
To leave Safe Mode, click and choose “Restart”
Launch Safari holding the shift key down.
2.Try Private browsing.
