Use PayPal, if an Option?:

This is because you need at least on Method of Payment assigned to the account. So, see if you can use PayPal as a Method of Payment. If so, then open a PayPal account, and assign that as your son's Method of Payment. Contact PayPal about restrictions, such as passwords required to proceed with a transaction.

Let Apple know of your concerns. Apple won't get back to you directly, but the more feedback they receive on this, the more they will know what their customers prefer, and what changes to add in time to come.

1. Go Here: Feedback - iTunes - Apple
2. Select: "iTunes Store" for the "Feedback Type"
3. Select: "Other" for "Enhancement Request"
4. Comment: on how you think payment options should be changed
5. Proceed form there as necessary

Why don’t you set up Family Sharing, then all purchases (including free ones) will go through your phone.
