How do I get my new iphone to stop adjusting the brightness? The screen is always too dark to see out in the sunlight.

My brightness is turned all the way up, automatic is turned off, and my battery is full. It’s adjusts itself constantly throughout the day. However, the biggest issue is not being able to see my screen outside.
