Idk how to change passcode

It is, unless:

Your phone is under a managed service account, like from your job, where they won't let you change the passcode on your phone.

OR

In Settings > Screen Time > Content & Privacy Restrictions > Passcode Changes > if marked Don't Allow, change that to Allow
