What if ‘Siri and search’ is not in the list of options in my settings menu for an iPhone 11

If you do not see Siri & Search.
Check and makes sure it is not restricted.
Settings > Screen Time > Content & Privacy Restrictions > Allowed Apps > Siri & Dictation : make sure it's ON.
Note: Content & Privacy Restrictions must be enabled to see/make changes.
