App Store won't allow me to download/update apps

It will not allow me to download/update apps and is saying I need the password of a previous owner even though I'm signed into my Apple account

it sounds like your device is using apps that were downloaded by the previous owner. The owner should have properly erased the device before handing it over to you. See: What to do before selling or giving away your iPhone, iPad, or iPod touch [or if you received one that had not been erased] - "Use these steps to remove your personal information from a device, even if you don't have it anymore." In the short term you will have to delete the apps that were purchased by the previous owner and download them with your Apple ID.
