It seems random when the numbers for the bullet-points will bold themselves while keeping the following text as normal, but how do I make it deliberate?

You do not have selection access to solely the text bullet character, and though you can change its color to make it stand out, you cannot apply text attributes (e.g. bold) to just the bullet character itself.
