I got a new phone but it wont let me transfer my stuff from this phone to the new one because this phone is on 14.6 and the other is on 14.5 but there are no updates

Sounds like you're running Beta on your current phone. One option is to set up your new phone without doing any restoring. Then install the latest Beta update on the new phone.
Once it's updated, reset the new phone to factory settings and go through setup again.
