How do I get my photos to upload to iCloud? I have paid for extra memory on iCloud, but yet for a year now, photos aren’t uploading & my phone’s memory is full.

They don't upload. They only sync. What you have on iPhone is what you have on iCloud.
If you delete Photos / Notes / Voice Memos / Videos / Reminders from the iPhone it is deleted from iCloud too,
