iPad Air 4th generation

Cannot get my ipad air 4th generation to rotate from vertical to horizontal view. Have looked everywhere I can think of to get an answer and can't find one. Anyone have the magic answer?

Have you accessed the control center by pulling downward at the top right corner to reveal the options?
