I’m tourist from Israel. I currently stay in US for a limited time. I think to buy a few apple devices. Now the 2 questions:

Unlike European VAT, these taxes are NOT refunded in ANY case, unless you return the item.
The taxes you pay are based on the State where your products is delivered. If you choose to take out out of the country afterward, there is no refund.
In the US we all pay taxes when purchasing items.
If you buy an item at the airport at a duty free shop you get a tax break. Otherwise you pay the sales tax for the State you purchase in. I don't know of any store that provides tax refund paperwork. If you feel you are entitled to a tax refund, contact the tax department and ask them about the procedure. Don't forget to decalare the items when you enter your country so that you can pay the appropriate import or other taxes.

The tax refund should done in the airport when I live US. Of cause not in the apple store. But the store have to give some document for the us customs in the airport. In Europe I gave refund.
