I want to have one Apple ID for business purposed and a second Apple ID for personal use. Will Apple allow me to have two separate Apple IDs on one brand new MacBook Pro 16?

Single Device Limit:

No, as only one Apple ID can be associate to a device at a time.

Consider a Virtual Machine:

Run Windows as a Virtual Machine(VM) for running Windows (Windows-in-a-window). You would open items in it, and use Windows-only compatible software on it. All would be accessed and would operate as desired on the VMVirtual Machine applications include VMWare Fusion and ParallelsLearn more here: What Is a Virtual Machine? - VMWare Support
