Family sharing is not working with Apple Music

Shows the other member is in the family group, but when trying to use Apple Music it’s saying to sign up for plan.

Family Sharing Apple Music I just copied and pasted from another person... as this is my issue also. Why can’t I turn my Apple Music sharing on? I currently pay for the family plan and I got two people on my account but they can’t access Apple Music because in my settings for family sharing it says it’s off. Are you signed up to an Apple Music Family Plan?

The individual subscription cannot be shared.
