Apple account balance has been disabled

My Apple account balance has been disabled and ive been trying for months to call the 800 number provided and still no one has been able to help, i just want to be able to use the money i already put in.

Please note that almost nobody posting here works for Apple, we're just users like you, volunteers trying to help others. You will have to continue to work with Apple to resolve this.
