transferring money from iTunes to apple pay

You can only use Apple ID balance by purchasing items. It cannot be refunded or transferred to another account except under very limited circumstances:

Don't blame me. I am just somebody taking a break from weeding the yard to come in and help other users. Most posts on this forum come from users like you.

And you accuse me of a deliberate mistruth which I find highly insulting.

Apple may restore balance to a gift card if none has been spent but that cannot then be transferred into cash value to another account. You can just deposit it as Apple ID balance in another Apple ID to be spent there.. It is not a policy they have posted anywhere.
