why in israel its dosent work?

Why is the service(apple care) not provided in Israel? IDIGITAL claims that due to a temporary lack of iPhone 12 screens, it is not possible to purchase an iPhone Care.The 60 days for making an Apple Care are about to end for me. I would be happy to help with this. Also unable to check the payment for my device and my husband to iCloud
