You cannot merge them. Those are independent online storage services by independent companies. And Microsoft does not offer iCloud storage. iCloud is an Apple trademark. Microsoft offers OneDrive storage (or SharePoint for corporate accounts).

If you are trying to merge one iCloud service to the other, that's impossible. You may be able to copy data from one cloud service to the computer, then upload it to the other one.
