iOS 13.0

Having downloaded an App, for Printer.. Says I cannot use withou the iOS 13.0 ?

searching in settings.. I cannot find /how to download the iOS.

Please advise where I would find the download.. thanks

Your iPad is most likely too old to run anything newer than iOS 12.
