When I view storage on my iPhone, it tells me that "Media" is taking up most of the space. However, media is not "apps" or "photos" (which dont take up much at all). So what is it? I have no music, podcasts, videos, etc. on my app.

Do you have any other media sources, or did you ever have any? Amazon music? Spotify? Pandora? Apple Music? Tune-in? Apple Books? Kindle Books? Audible books? Youtube?
If you are sure you have no media of any kind, do a backup to your computer or iCloud, then restore that backup to your phone.

Nope, they are all empty on iTunes.
And when I click on "sync settings" everything is empty, like this:
Media is music and commercial videos.

How about podcasts?
Open the Music app. Do you see any tracks or albums?
Open the TV app. Tap on Library. Likewise.
Open te Podcasts app. Likewise
