It has to do with how the available space is counted - extracted from a web article:

Computers work in binary (base 2). A gigabyte is 1024 megabytes. A megabyte is

1024 kilobytes. A kilobyte is 1024 bytes. Notice the pattern there? A

gigabyte for your computer is 1024x1024x1024 (1,073,741,824) bytes.

Marketing departments work in decimal (base 10). A gigabyte is 1000 megabytes. A

megabyte is 1000 kilobytes. A kilobyte is 1000 bytes. So a gigabyte for

the marketing department is 1000x1000x1000 (a billion) bytes.

It has always been that way and there is nothing to find.

And, a request: typing in all caps is extremely hard to read and considered shouting.
