Due to there being more than a few variations in hardware and system (issues)

there may (or not) be a resolution to the symptom of your Mac problem here:

"..If your Mac doesn't start up all the way, or needs you to do some

thing during startup ~ it might stop at one of these screens.."

A few basic things to try, with any MacBook model (except M1 silicon)

as those usually require a minimal -to maximum- effort to try & restart.

Be sure the MacBook is actually 'off'. Press and Hold the power button

down, to be sure its not just pretending to be off; or maybe its a coma

like state. 15-25 seconds should do. Either way, be sure it really is Off.

The unit may respond to PRAM reset on startup, if it can; that involves

holding four keys and the power button at once. If that works, it would

make Chime sound; hold those keys until Chime sounds, 2 or 3 times.

SMC reset? This also could be used on a restart by holding keys down.

(Be sure the macbook has a working power adapter; and plugged in

awhile to be sure it has AC power into the DC circuitry.)

The older 2014 article has some good ideas still relevant today.

• How to reset the SMC of your Mac - Apple Support

https://support.apple.com/en-us/HT201295

Resetting the SMC doesn't affect the contents of NVRAM or PRAM.

(This NVRAM reset could help with overall troubleshooting efforts.)

Could be the battery and charging system has compound failures.

Or if hard drive totally fails, the Mac would be unlikely to function.
