I pre-ordered the 11 inch iPad Pro and the 3rd gen magic keyboard. I just received the magic keyboard, however it’s listed as a 2nd gen keyboard on the box and I checked the serial number and verified it is a 2nd gen keyboard. My pre order and my email specified the 3rd gen which fits the IPad Pro and the IPad Air 4. Can someone explain.

To my knowledge, iPadPro 11" 3rd gen M1-2021 uses the same Apple Magic Keyboard backwards compatible with iPad Pro 11" 1st & 2nd gen (the one shown in your attached picture).

Unless you ordered a white model of Magic Keyboard, the one you received will work with your new 2021, 11 inch iPad Pro and the 2020 iPad Air 4.
NOTHING externally has changed with the 11 inch screen model iPad Pro models and the 2020 iPad Air 4 is exactly the same, externally, to any of the current 11 inch iPad Pros, except the single rear camera lens.
Apple may very well have just made a white version of the same 11 inch screen Magic Keyboard, now, but nothing has changed about its design.
