I cannot down load an app

every time I download a app it says to verify and I put my password in and everything then it says to select payment I don’t have a payment so I just have billing address and click done and it does it all over again

Unless you have a NONE option in the payment methods of your account details, you must provide a valid payment method, even for free apps.
