You don’t. iCloud has nothing to do with printing in iOS, iPadOS nor MacOS. Connect your AirPrint printer to your WiFi network and use AirPrint to print. To print to a WiFi printer from a windows computer, add the printer to your devices in settings (you may need to download drivers from the manufacturers support site).
